RPH Town Planning was recently established to provide a range of town planning services to developers, builders and landowners, ensuring that the optimum development can be achieved at any site.


The Company undertakes all sizes and types of town planning projects, including assessments of the development potential of land and buildings, the preparation and submission of planning applications for small and large scale residential developments and commercial proposals.


We also promote potential development sites through the development plan process, giving evidence at their examinations in public

We are experienced in dealing with care homes, agricultural, recreational and educational proposals as well as most other types of development projects. We have wide experience in handling planning appeals and giving expert evidence.

The company’s focus is on the South East of England, from Oxford to Folkestone and from Ramsgate to the New Forest.

The company is headed by Rob Chipperfield and Peter Dines, who between them have over 80 years of professional town planning experience both in the public and private sectors. Rob and Peter are members of the Royal Town Planning Institute; Peter is also a member of the Royal Institution of Chartered Surveyors. It is their objective to provide a personal, comprehensive planning consultancy service for both corporate and individual clients.

Who Are We?

Rob Chipperfield BA (Hons), MRTPI

Rob Chipperfield is a director at RPH Town Planning, with extensive experience in town planning of over 40 years. Before setting up RPH Town Planning he held a senior position of the award-winning City of London Town Planning Team, being the responsible officer for numerous major proposals in the “Square Mile”. With a profound understanding of local authority processes and practices and has successfully navigated various planning scenarios, contributing to the success of many projects.

Peter Dines Cert TP BTP Dip Surv MRTPI MRICS

Peter Dines is a director of RPH Town Planning. He has extensive experience in town planning and surveying in both the public and private property sector. Peter has provided planning advice on a diverse range of planning matters for an expansive span of corporate and private investors and developers together with occupiers across private, public and voluntary sectors. Peter has given expert evidence at public inquiry, examinations in public and to the Courts.

The way we approach our fees

We keep our fees reasonable in line with the general market for professional planning advice in London and the South- East of England. However, negotiating your way around the Town Planning system, can be complicated.

Our normal fee rates are as follows

Directors hourly rate: £150.00 exclusive of disbursements

We find it more helpful to quote for the specifics of a job, in that way you have a clear budget. If for any unexpected reason the budget looks like it will be exceeded, we will discuss this and the reasons for it. The more detailed the scope we get for work to be carried out, the more detailed our fee proposal can be. Our time and expenses are recorded against the particular job and are charged accordingly.

We can provide a fixed fee proposal. This will generally be a more expensive option as we need to account for exceptional or unexpected costs.

Planning application management

We can if requested, manage the appointment of other consultants who may be required to provide information in support of a particular scheme, this could relate to ecology, highways safety, flood risk, to name a few. We can manage these appointments for the planning application for the delivery of the planning decision. This would be done on an hourly basis, and we will simply charge the additional time taken to carry out the management work. We do not directly instruct, or pay other consultants fees, this remains the responsibility of the client. This is also the case for the local authority planning application or any other statutory fees.

Disbursements

  • Travel costs: either at the cost of a particular fare or if by car, our mileage rate is 45p per mile.
  • Other costs directly required (for example Ordnance Survey plans) at cost.
